The 32-year-old midfielder had been a free agent, having parted company with Besiktas at the end of last season, and admitted during this summer's World Cup that he had his heart set on a move to Major League Soccer.
Chicago Fire had also been hoping to sign Jones but the Revs have won out in a blind draw.
"As a designated player of a certain threshold, Jones was not subject to allocation ranking for dispersal to an MLS team," the New England outfit explained in a club statement on Sunday.
"The Revolution and Chicago Fire expressed an interest in Jones, and had the available salary budget and a designated player slot to accommodate him.
"However, following a blind draw between the two clubs, Jones was assigned to the Revolution."
